C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

ड्राफ्ट मानक में हिंदी भाषा के लिए विभिन्न डिजिटल फॉर्मैट्स (file formats) का सपोर्ट सुनिश्चित किया जाए। जैसे PDF, DOCX, HTML, XML, JSON आदि में हिंदी टेक्स्ट का सही एन्कोडिंग और रेंडरिंग हो। इससे सरकारी दस्तावेज़, शैक्षणिक सामग्री, और डिजिटल फॉर्म फील अप्लीकेशन्स में हिंदी का सटीक और स्थायी उपयोग संभव होगा।

ड्राफ्ट मानक में हिंदी भाषा के लिए ऑफलाइन सपोर्ट का भी प्रावधान होना चाहिए। बहुत से ग्रामीण और दूरदराज क्षेत्रों में इंटरनेट कनेक्शन की समस्या रहती है। यदि मानक के अनुरूप हिंदी टेक्स्ट इनपुट, स्टोरेज और रेंडरिंग की व्यवस्था ऑफ़लाइन ऐप्स और सिस्टम्स में भी हो, तो अधिकतम लोग डिजिटल सुविधाओं का लाभ उठा सकेंगे।

अक्षर” मानक बनाने का प्रयास सराहनीय है क्योंकि इससे हिंदी लेखन और डिजिटल उपयोग में एकरूपता आएगी। लेकिन मेरी राय में, इस मानक को लागू करते समय कुछ बातों का ध्यान रखना ज़रूरी है: क्षेत्रीय बोलियों और भाषाई विविधता का सम्मान हो। नियम इतने जटिल न हों कि आम लोग और विद्यार्थी भ्रमित हों। डिजिटल साधनों (मोबाइल, कंप्यूटर, कीबोर्ड) पर सहजता बनी रहे। बदलाव धीरे-धीरे और चरणबद्ध तरीके से हो ताकि खर्च और कठिनाई कम रहे। हिंदी हमारी पहचान और संस्कृति की आत्मा है।

सरकारी महकमे को अनुशासित करें, दुर्नीति को नियंत्रण करवाया जाए, अचानक कार्य की मनोबल बढ़ाया जाए कार्यालय में , इसमें जो ईमानदार है उनको अकेला कर देते है, और वो मजबूर होकर भ्रष्टाचार मे शामिल लोगो को साथ देते है, हर कार्य आसानी से हो सकता है, केवल कुछ स्वार्थ के लिए, कार्य को डिले किया जाता है ,

हमारे देश में शिक्षा के बहुत जरूरी है और हमारे देश में अपना टेक्नोलॉजी होना चाहिए और हम आज हम निर्भर बने और अपना काम स्वयं करें क्योंकि समय पर कोई काम नहीं देता है हमें शिक्षा खुद के बल पर प्राप्त करने पड़ेंगे क्योंकि कोई नहीं चाहता कि हम उनसे आगे बढ़े सब हमारे बर्बाद करने में लगे रहते हैं और भी शिक्षा से महत्वपूर्ण कारण है शिक्षक को बच्चे कादरी नहीं करते हैं इत्यादि

AKSHAR is a digital coding system for hindi as well as other Indian language.it help us to code computer and internet language in hindi language.first point is to coding software in Swadeshi language.second digital data should be coding for fulfill our needs.third auto coding system should be develop for easily process of digital data.

I would like to commend the LITD 20 Indian Language Technologies and Products Sectional Committee for undertaking this crucial and comprehensive initiative. This document, as part of the "AKSHAR Document" series, is an important milestone in harmonizing Indian language computing with international standards like ISO/IEC 10646. By defining what constitutes valid and invalid characters and sequences, it provides a foundation for preventing script variations and ensuring a uniform digital representation of Hindi across all hardware and software systems.
