India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

• Citizen-centric & Digital Focus The proposed amendments are a positive step towards modernising India Post. Emphasis on digital services, transparency, and efficiency will help make postal services more citizen-centric, especially in rural and remote areas. • Data Protection & Privacy While updating the Post Office Act is necessary, strong safeguards for data privacy and protection of citizens’ information must be clearly defined to maintain public trust in postal and digital services. • Rural Connectivity & Inclusion India Post plays a crucial role in rural connectivity. The amendments should prioritise affordable services, last-mile delivery, and digital inclusion for farmers, senior citizens, and self-help groups • Accountability & Transparency Clear mechanisms for accountability, grievance redressal, and service standards should be included in the amendments to ensure transparency and improve service delivery.

Indian post managed to get the saving money from poor peoples because nsc schemes but it's old scheme. and then give the loans for the children's education and medical etc.

The post office was the father of the delivery system in hindustan. we can make the post office authority the boss of all private delivery boys , all online network operators use private delivery boys, most of the boys are migrants, to safeguard citizens security we need to register boys with id , designated to operate within the radius. A local post can also be a source of employment. if the post office uses logistics, the post can utilise the existing network in productive Idea,add on profit.

The proposed amendments to the Post Office Act, 2023 and the DHRUVA initiative are a positive step towards citizen-centric digital governance. A standardized and interoperable digital addressing system can significantly improve service delivery, logistics, and last-mile connectivity. However, strong safeguards must be ensured regarding data privacy, user consent, and data security, with clear accountability mechanisms. The system should remain voluntary, inclusive for rural and digitally less-literate citizens, and seamlessly integrated with existing address systems without forcing migration. Clear grievance-redressal mechanisms, transparency in data usage, and periodic public audits will help build trust. With these safeguards, DHRUVA can become a robust Digital Public Infrastructure serving all citizens effectively.
