The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

purchase what required by any1 whether customer company _ vice versa ¹_quality ²_ convenient now possible by technology ³_long lasting -product_wise ⁴_ service by product wise ⁵_policy flexible / easy 2 apply / both side profitable ...ets as I said _ do in small groups areawise mention _ specific areas specific quality _ food cloths or else .. at least _ state or district wise if start Will definitely work .. & about = what kind actually doesn't issue rather various option 2 work 1 st _ if change mindset as settle kind of job & facilities then 2nd change _ आदते स्वभाव habits nature so don't need 2 need temporary change 2 went outside 2 tressout आदते _ घर साफ रखो कचरा city मे स्वभाव _ घुमने के लिए बाहर जावो वहा भी कचरा डालो .. how can .... then how any outsider or company will come & invest then trust that people won't under influence by politician bother 2 company _ riots&shutdown ets.. tourism will boom when r- city r clean &proud monuments...

6. Innovative products can consider. 7. Plastic replacement products in utility items like tooth brushes, wooden pens, metal pens, wooden shaving sets, can promote. 8. Organic rangoli powder which is coming from flower dried ones can promote. 9. Steel water bottles, jute bags, paper bags, etc can promote. 10. More innovative products towards go green can promote. This will reduce drastically the plastic usage. It has many benefits like bio degradable, less pollution, environment friendly etc

This is justifiable reservation policy for MSME on the earmarked list of item however, few curial points are 1. The startup and the entrepreneurial development should readily be flexible to accelerate their process of skill acquirement through MSME training exclusively planned for specific target market and current economic variabilities. 2. The life cycle cost of the procured items to be earmarked, beyond which the purchase ceases, 3. Current Technological attainability and and its life span limitation 4. Dyes adhesives, rubber and plastics, waxes can be grouped under composites as new formation 5. The entry of intermediates of foreign raw materials/ products can be avoided bec' there is inequivalence in their composite service periods. 6. New venture of materials/clay-lime based products can be included under self-supporting schemes for rural mass skill training and product making from sources other than 469 items.
