Government should open e-waste collection centers... And give money to consumers.. And from these centres collect all e-waste and try to repair them and sell with low cost

a Electronic waste recycle center should be made in every city, so that Mass Electronic/ Electrical waste can be recycled by re using of Electronic/ Electrical components. After removing PCB, Sensors, Diods, Transistors, Chips, wires from e-waste, It can be re-used or re assembled by company . As Many village people are reusing the waste wires and Copper. So we need more advance recycle center , so that every electronic waste can be recycled.

Superficial dismantling: Hazardous components and high valuable components, like printed circuit boards, should removed only and the remaining parts are destined for mechanical separation/recycling.
Medium level dismantling: manual dismantling of components into more or less pure materials and recyclable fractions is conducted where viable with reasonable effort.
we can even recycle and reuse the e waste by making differnt product like box from their body. etc and many more.

E-waste should be collected properly by the manufacturer them self since they should have social responsibility and they should encourage the reusage/recycling of such waste.

To sum up in one sentence, if a citizen is paid for submitting any e-waste just like we had been doing for newspapers, all the issues related to mismanging it will not exist.
Install more vending machines to accept e-waste nd get rewarded in return.
