This theme seeks to understand the complexities around having a robust framework for technology enabled education. Do we have the human and infrastructural facilities that can fully exploit the opportunities of TEL. To what extent do our institutions leverage the potential of ICT for improving access and quality of general and technical education and also faculty development.

I am totally against the notion of CCE, not due to its deep ideology,but due to its impracticality. The student is forced to spend his time on useless projects,which are in no way going to help him on any face of life. Isn't it stupid that in this computerized world one is forced to spend his day/night on making projects by hand. Add to it that they evaluated for beauty not for its content. This leaves no time for self study and one suffers when real exams come. A double burden on little hands!

In India most of students after passing out from secondary examination admitted to general stream subjects and later compelled to switch over to a vocational or skilled work where his or her acquired knowledge has no use. Thus, it is proposed that each student after Secondary examination to selected in accordance with his or her skill and interest and impart practical knowledge so that his or her acquired knowledge to be utilized properly particularly for nation building. We need to provide variety of books to children in remotest locations. As these locations don't have libraries, we must send them books by post. This way we can ensure access to knowledge to all.

Suggestions: 1. Immediately banned association ship of university authority with affiliated colleges by changing provisions of the state university acts 2. Immediately recruit Registrar and Controller of Examinations by creating State level University Cadre of Officers 3. Strictly implementation of UGC regulations instructions of affiliated colleges by the officers of the state universities. 4. Provisions for Election of Deans, Members of Syndicate/EC/Board of Magt. be change immediately

5. The no. of Students admission (Intake) in the BA, BCOM,BCA,BSC etc. courses are not maintain as per UGC regulations. Because the financial interest of highest authority of the University are associated with these colleges which are offering these courses. If more no. of students are admitted than more money will be received by the colleges. This will also affect the quality of higher education in the state of Gujarat

4. The posts of Registrar, Controller of Examinations, Finance officer are vacant in all the Universities, because of authority of the University i.e. members of Syndicate/ Board of Management/ Executive Council required the person on the posts who will work as a STAMP man for them. The person selected on the above posts has to work as per direction of this members and they insist this type of person. As you aware that The Registrar and Controller of Examinations is the highest admn. post in uni

3. While recruiting qualified teachers in the affiliated colleges, Dean and Vice-Chancellor nominees are required to remain present in the selection committee meeting. Since the Dean and Vice-Chancellor are associated with affiliated college management the partiality in the decision of selecting selection of faculty reflect and qualified teachers is not selected. This will also affect the quality of Higher education in the state of Gujarat.

3. No. of qualified teachers, required infrastructure, required books and journals, required work shops, laboratory etc. for providing quality higher education in the colleges, where this Head of Departments or Principal of the colleges are associated are not available. Because of the monitoring/controlling/directive authority at university level is same i.e. Head of Department or Principal of Colleges.

2. The Heads of Department or Principals of affiliated college of same university were become highest authority i.e. Vice-Chancellor, Pro-Vice-Chancellor, Dean etc. So while taking any necessary steps for quality improvement in the higher education at University level, naturally they were first look their private college interest instead of University/Higher education interest. This will also affect the carrier of the students and spoil the society at large.

The reasons behind lower level of Higher education in the state of Gujarat are summarized below: 1. Actively involvement of Head of Department of the University and Trustees of affiliated colleges in the Syndicate/Board of Management/Executive Council, which is highest policy and decision making body in the state universities system as per the provision of the University Act. They are also associated with private affiliated colleges by any way for making money and give worst impact on quality
