If your govt will give strength on vocational education than we can expect something new. you should have to think some new vocational courses, which are still not available here in INDIA or ASSAM. As well as easily job-based.

Is this a new education policy?- it was prevalent when I was in school, 50 years ago. I studied Professional engineering course in my 10th & 11th standards. Till 9th, I was in Tamil medium & switched over boldly to English medium from 10th. We were indeed fortunate to have fantastic dedicated teachers; 'May their souls rest in peace!'- What little engg. knowledge-background I have, are all due only to these teachers. Imagine:-14 yrs. of age is right one to undergo vocational edn.& gets stuck!

First 2 years of primary education should focus primarily on teaching civics sense and hygiene to children. Whatever they are trained at this age, will become habit through their whole life.

A rating system of vocational training institutes like the ITI's should be in place based on the performance of their alumni in the industry. The industries that absorb these professionals should have a say in their ratings and their suggestions for improvement should be taken on board. Similarly students should be allowed to rate the instructors based on their teaching proficiency. Unless the performance assessment of the instructor/institutes is formalized there will be no incentive for them

Include more hours for practicals and research.
Like B'Ed trainees the students should get training in actual factories for 6 months at least.
This will help them to be more job-oriented when they come out of the colleges.

More Industrial Training Institutes should be set up in various states to generate employment. These ITIs should encourage 10th Pass / Fail / Reappear candidates to give a new meaning to their life. It should impart proper training in collaboration with various industry verticals such as Oil and Gas, Automobile, Construction, MNREGA, Airports Authority. A common minimum salary should also be finxed by the govt. irrspective of the candidate skill. He/she has to meet daily expense.
