The Department of Telecommunications had requested the Telecom Regulatory Authority of India (TRAI) to furnish its recommendations on ‘Spectrum uses charging for Internet Service Providers (ISPs) and floor level of AGR based on amount of spectrum held by Commercial VSAT operators’ under section 11(1) of TRAI Act, 1997 as amended.

In this context, TRAI has prepared a consultation paper raising specific issues viz. rates of spectrum usage charges (SUC) based on adjusted gross revenue (AGR) for ISP licensee, minimum AGR for ISP licensee and VSAT licensee, allied issues like schedule of payment, charging of interest, penalty and other related issues. The Consultation Paper on ‘Spectrum Usage Charges and Presumptive Adjusted Gross Revenue for Internet Service Providers and Commercial Very Small Aperture Terminal Service Providers’ has been released on 19th August 2016 for comments of stakeholders and also uploaded on TRAI’s website (www.trai.gov.in).

The written comments on the issues raised in the consultation paper are invited from stakeholders by 13th October, 2016 and counter comments by 27th October, 2016.

3G/4G data rates are too high. Currently Airtel charges close to Rs. 250 for 1 GB of 3G/4G mobile data. Secondly, there should unlimited data plans for both broadband and mobile data services. The digital dream of govt. could not be fulfilled without having affordable data plans for consumers.

first of all please reduce the spectrum rates and provide people happy full telecom services and what is the use of giving offers keep only one plan that is use full to every stage of people and their financial problems sir onething please clarify mewhether people are ging back to ancient days or system is going to ancient days ,y i am saying this is GOVERNMENT has formed people are selecting the politicians(criminals)

One side the Govt promote DIGITAL India. On the other side the Corporate in Nexus with TRAI and DoT is discouraging public to use data. Take example of basic users, average users. The data validity period in most of the packages is limited for few days. While the talk time value date validity is keep on extending. The unused data is siphoned off by Telcom Opertors. The CoAI body have 24 hour access to TRAI to change policy to help these Telcom Companies. There is no credible Grievance system

Although the govt is trying various initiatives, there is no change at the ground level. Our landline in Thane MTNL is not working for almost 2 months. Complaints don't help. Even talking to GM's office does not help. GM or DGM never answer their phones. This experience is same as what it was all these years. Unless there is a change at the ground level and user experience, people are not going to notice why you are different.

The concept of changing the financial year is very good, There are so many seprate calander for differant government department / authority, whose financial year is differant, The financial year should be common and same for all the department and authority, further, it should be 1st January to 31st December e.i. Calander year, Most of the Internation countries are following such calander year, it will be compatible & comparable with the growth & development with other, best wisehs

1) INTERNET / MOBILE-NET CHARGES VERY HIGH & TO BE REDUCED DRASTICALLY ( then only even a BPL man / common man will use mobile internet ) & DIGITAL INDIA WILL BE A GREAT SUCCESS. 2) INTERNET / MOBILE-NET SPEED TO BE INCREASED MANIFOLD TIMES. (then only AAM AADMI will have time & patience to use all Mobile/e-Services/Govt.portals, etc.)
