An id chip inserted into bodies of - charged criminals (compulsorily), and others (voluntarily) like children / young girls / others seeking a detection system - as tiny and sturdy as possible, rechargeable by body heat, tracked / monitored by towers / satellites / tailormade readers - - - would be immensely helpful in early detection of missing persons, people trapped in collapsed buildings, detection and identification of dead bodies. All credit /other cards could be connected to such systems.

The syllabi, which was included in certain boards for primary/high school levels, must not be restricted for text books. A systematic training for bringing in awareness will create a strong volunteer base across, that can be made to swing to action during any disaster/emergency. Besides, thematic communication right from the early stages, on environment conservation / road safety etc shall be helpfull in mitigation.

Training for disaster management should not limited to NCC or Scouts it should include as a elective subject in all schools and colleges.With this we can train them very well. If it is included as subject there are many students who like to learn about disaster management. And government should also start camps for training this and open for everyone so that people other than students can also get information and training.

Train youths in every colony on basis of disaster management. In companies we train people on every floor as a part of the Emergency Response Team (ERT)

1. Be aware that this is not a one time learning. 2. Education & Awareness 3. Decentralisation by building communities and self interest group with guidance/governance from the state 4. Incentivise and Inspire 5. Create a self sustaining platform for all the entities 6. Equal emphasis on disaster prevention 7. Provide tools and challenge youth - Tap their immense potential

Decentralise the jobs, the community - whether panchayat, muncipality should only be recognized so when they handle their schools, hospitals, water, IT and frankly policing as well. electricity distribution should be as simple as cable company where there is a goto person in case of problem. Unless people living in community have a stake and say - there will be pollution, roads dug without permission, litter on roads. we should recognize a local body only when they can take care of them self.

Youth can make posters & documents in order to aware people of the disasters. Youth can aware people of the precautions of the disasters. Youth can also provide e-books for techniques to adopt during disasters & about the precautions during a disaster.

In my view, our bigger problem than "not punishing the wrong ones" is "not appraising the right ones". So basically we should increase the count and values of the awards we provide these guys.

Hi All, What government can do is make some basic certificates and training for Disaster mitigation and management. Based on these certificates and training, govt can provide some good perks to citizens. This will make more and more people do the training and hence will increase awareness.
