Don not pay them. when they manufacture sufficient amount of bricks let us provide construction material of cost equl to what we were going to pay them. select an area bring a contractor let them create their own houses. so we optimized NAREGA, saved labor cost, give beggars cheap free homes, helping increase infrastructure and moving a step towards "Home for everyone by 2020"

We still have government occupied land which are wasted and we are not using them appropriately. Instaed we need to use that land for promoting Bio-Farmiong which in term create Job opportunity to the people who do not have land for farming. Also we are stepping one step ahead for a healthy India.
