India Enterprise Architecture (IndEA) Framework along with its Adoption Guide were developed and released in December, 2018. The vision of IndEA is “to establish best-in-class architectural governance, processes and practices with optimal utilization of ICT infrastructure and applications to offer ONE Government experience to the citizens and businesses”.

During implementation of IndEA as well as in the light of advancement of technology, a need was felt to revise the IndEA document and accordingly, after multiple rounds of meetings and detailed deliberations, draft InDEA 2.0 document has been formulated (report given below). India Digital Ecosystem Architecture (InDEA) 2.0 harmonizes and builds upon the architectural frameworks developed during the last few years. While codifying their principles, it provides a pragmatic approach to realize the concept of open digital ecosystems in an integrated and collaborative manner. It recommends a value-driven approach, a focus on capability building and above all, a preference to ‘enabling’ rather than ‘building’. It is an evolving and dynamic framework with continuous improvement as its mantra. The InDEA 2.0 framework enables establishing such a right balance in all the ongoing architectural initiatives and accelerates the realization of the vision of Digital India.

In the light of the above facts, it is requested to kindly review the document and provide your valuable comments/feedback on the draft InDEA 2.0 document latest by February 27, 2022

Services described from the perspective of the problem (business), the computational description (interface) is not sufficient, and a business specification is needed. Service registry—intelligent discovery mechanisms based on the business specification are required because the services will not be known in the construction of the system. Model repository—it is separated from the service register and must allow for a model-driven development, so that models can be categorized by users (folksonomy) and improved.

In the present time it is possible and essential to build a system that provides accurate and timely Data base for policy making.Pandemic has indeed emphasised the need.The system of collecting data once a decade through Census or by National sample surveys should yield to on line and near real time data collection Using mobile phones.Forthis every family and house or tenement should be given unique national number.Family number can be like Pan taking Referance of date and place of Marriage and two initials of couple.Like wise every house or apartment can be given an alpha numeric number as followed for motor vehicles.All persons should be incentivised to file data once a month or quarter using mobile number or through Post offices or other Govt service offices.Comprehensive data about social ,economic and health family planning data should be obtained using individuals as enumerators.

Once a function/workplace/ work method is digitized and made online, then no government or authority should be allowed to take it back offline. Interacting with government sites should be mandatory taught right from secondary school. If there are glitches, they should be sorted out . It will help in keeping Transparency and remove corruption

Digital Economy is good and a way to develope faster but at the same time it is still not the best. 1) It is unable to reach far off sections of the society. 2) It is difficult for all to understand 3)It is prone to cyberattacks. (Still haven't seen one ) 4) Digital Economy is Fragile than Normal Economy. 5) Increases the chances of Scams . But at the same time :- 1)It is environment friendly . 2) People need not to carry hard money with them . 3) Reduces the chances of theft. 4) Easily settle payments. 5) Easy to collect tax and difficult to run away from it.

India digital ecosystem needs to- 1-Create digital awareness in villages and elderly people. 2-Promote rupay card uses.make it compulsory for banks to at least issue 30% cards as rupay card. 3-Rupay cards should be publicised as National pride.Reduce dependence on master and Visa card. 4-Promote people to use UPI transactions in informal labour sectors too. Start with government projects. All day labourers should be partially given payments through upi. 5-I have seen long queues of labourers standing in front of banks to send money to their families. Teach them how to do UPI transactions. 6-All big stores (big bazar,trends or malls)should only accept bills through digital payments. 7-Dedicated personnel should be assigned in all gram panchayats to help villagers in learning digital transactions and solve their problems. 8-Try to promote digital payments in government fairs. 9-Kumbh and similar fairs should be an excellent place to showcase digital ecosystem.
