Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

In my experience working on just transition and economic diversification in Jharkhand, I’ve seen that the kind of skills we develop need to be closely aligned with the district’s specific geography, economy, and resource base. This ensures that skill development is not only relevant but also sustainable and impactful. For example, in E. Singhbhum, which has potential to emerge as an automotive and green hydrogen hub, we can focus on industrial and technical skills required for those sectors. In Chatra, which already grows tomatoes at scale, skilling people in agro-processing, food processing, and agri-business makes much more sense than generic programs. We also have to consider environmental sustainability for example, renewable energy projects like solar may not be viable in Jharkhand’s forested and undulating terrain, land diversion can harm ecosystems and displace communities. In such regions, green jobs through forest-based livelihoods, agro industries makes sense.

Dear Sir National Skill Policy should consider the demand of specific skill in that particular geography, so that mapped area can be saturated with particular set of skills which are required. The training provider must have past experience and required soft and hard infrastructure so that they can meet the commitment of placement. Quality academic institutions should be called to support the activities in every district. Without mapping demand and supply of skills, the outcome of skill development can not be achieved. In the same way the data base of each learner should be maintained centrally with login by different stakeholders, so that tracking of the progress of learner can be possible. It will also help in upskilling the manpower frequently.
