सोशल मीडिया वेबसाइटों, सरकारी वेबसाइटों एवं अन्य वेबसाइटों पर नागरिकों द्वारा टेक्स्ट, तस्वीर, प्रलेख इत्यादि डिजिटल विषयवस्तु डाली जाती है। ऐसी विषयवस्तु को डेटाबेस में संग्रहित करने या ऑनलाइन उसे सार्वजनिक करने से पहले, फ़िल्टर करने की आवश्यकता होती है। इस प्रक्रिया में साम्‍प्रदायिक अथवा राजनीतिक रूप से संवेदनशील अभिव्यक्ति, पोर्नोग्राफी इत्यादि अनुपयुक्त विषयवस्तु को हटा दिया जाता है।

“मेरी सरकार” द्वारा विषयवस्तु के प्रबंधन के लिए ऐसे सभी उपकरणों को एकीकृत कर प्रयोग करने का प्रस्ताव दिया गया है। “मेरी सरकार” आपको बाजार में उपलब्‍ध विभिन्‍न उपकरणों में से ऐसे सर्वोत्तम उपकरण सुझाने के लिए आमंत्रित करती है जिनका प्रयोग ऑनलाइन उपलब्ध कराई जा रही विषयवस्तु की नियम आधारित फिल्‍टरिंग के लिए किया जा सके। आपको सुझाए गए उपकरण के सॉफ्टवेयर का पूरा नाम, सॉफ्टवेयर के बारे में जानकारी, विक्रेता के बारे में जानकारी और अन्‍य उपकरणों के साथ उसकी तुलना एवं उसकी विशेषताओं के बारे में जानकारी प्रदान करनी होगी। आप अपनी प्रविष्टि टेक्स्ट, डॉक (.doc) अथवा पीडीएफ प्रारूप में भेज सकते हैं।

Sir, Govt can hire Comp experts. Make them search internet. Make list of explicit websites. Govt order ISP to ban the websites. Work is done. But today there are some Browsers (not all) which Encrypt the data in Client Comp, Send the query to their own Servers & return Pages of Websites in Encrypted only to the client comp. So ISP cannot block the websites for them. But for normal citizens blocking at ISP level will do the job. Thanks.

No tool is 100% perfect. Every tool will have some false positives/negatives. So I would suggest that apart from automated tools, we should also use user based filtering. basically for each content we display a "report" or "inappropriate" button. Other users when reading can mark a content as "inappropriate" by clicking on this button. If more than 1 users mark it as "inappropriate" we can temporarily hide it. An admin can then review it and take further action.

Software engineers can write programs which can be integrated into the web page to prevent the upload of spams. All uploads can be verified by 'captcha' to ensure that genuine posts are being made. A team of cryber moniters must be employed to run a 27/4 surveillance on the web page to ensure its safety. When it comes to pornography we can either manually filter it or develop a software which will work like a face/smile dectector but only that it will be used to detect nudity and sexuality
