We (Government), Panch and Villagers, together will bring sunshine of development. As the tag line suggests, the government (depicted by black semi circle) will help the panchayats (the five heads and hands on the left side) to bring timely (a part of clock shown) development in their respective villages which in turn will bring sunshine of overall development.

What we sow, is what we reap! From a seed, an idea grows into many directions. Starting is root - foundation of the idea, which here is 'Quality of Life'. Next, the branches - (roads, sanitation, health, education, technology, power etc). In the center lies our village having - Human resource (people) & Natural resources (rivers, farms). By nurturing, conserving & developing these, our villages improve the 'Quality of Life' - marked by Village Formation Day, that is the seed-sowing day!
