It has been observed that lack of sanitation facilities has been a major issue in cities and villages. Invariably the poor are worst sufferers due to the lack of such facilities. The solution lies in creating toilets and at the same time devoting energy to maintain them.

Odisha has witnessed rapid development and changes in its ... toilets in households in Odisha, it is yet very dismal. .... Yet we do not have any clear cut direction.Orissa said its 'Clean and Green Campaign' was an effort in this direction

Any social scheme cannot be successful without public participation, there should be a Specific Fund for Sanitation at district level, donation in that may claim as tax deduction and have committee of local people including various form of profession like Lawyers, Doctors Professors and other educated one also part of that committee to oversight its working. I am sure people will have no hesitation in donating for this purpose. Also it may also funded by declaring it CSR activity.

For creation and maintenance of toilets. 1. Build toilets and give them to run by private parties. 2. Provide sufficient water supply to all toilets. 3. Hygienic conditions can be seen if the structure of unit built after thoughtful engineering methods such as slope of ground in side toilets, pressure of water provided, flush facilities etc. and maintenance should be provided round the clock. In case of failure unit should be closed immediately. 4. jobs can be also created in this schemes.

Currently country has vast network of approx 50,000 Petrol pumps in cities and villages, wherein the oil companies have built toilet facilities for the customers which few people are aware of. These therefore create a great network of readily available toilet infrastructure in cities and villages.Govt should hand over the maintenance and upkeep of these toilets to agencies like sulabh shauchalya. It will earn both revenue and provide facilities to poor at affordable rates.

MNREGS is most useful scheme to tackle this issue. In this scheme Govt gives Rs.10050/- subsidy to poor. But lack of knowledge lot of rural people in india not constructed. Rural local bodies (Gramapanchayats) will solve this menace. Subsidy amount have to release directly to panchayats. We have to give inputs & triggering methods in this issue. We have to welcome area wise donors to support in this issue

And then connect the toilets with bio gas generator hence making economic sense of human shit and with the money generated by bio gas or electricity the toilets can be maintained and jobs can be created
