The Silk Board and KVIC can jointly form an Organization for marketing of Handloom and silk Products and open shops in all Districts Headquarters, duly procuring the products from weavers directly by enrolling them as members, so that it can be procured at a reasonable price to both.
Also can Market these products online like Snapdeal, Flipcart, Jabong selling the products at National and International level, duly employing reliable courier agencies. Indian Embassy abroad can showcase them.

Silk Mela should be organized across India, so that every Indian knows what pure silk is and what is the true value and grace of wearing silk is.
India itself is one of the biggest market world wide. Silk festivals / Silk mela must be organized across india on a specific date and it should be named as Indian Silk Day.
Silk usages beyond saris for ladies should be told to general public.

BUILD A BRAND
Just like foreigners do , make a new company which uses best silk to produce fabric. Now patent any special process used and launch the brand internationally.
ADVERTISE
Show advertisements in which foreigners are wearing silk products so that they can relate themselves to our products for example a beautiful foreigner wearing a silk saare at her wedding. It should be kept in mind that she is at her home place.

first of all remove mediators between government and silk manufacturer. give some discount in tax structure and allow them to grow. provide them raw material at cheap rate. if final silk product is selling in market at lower price it will boost its demand
