Silk, the Queen of textiles, is adored by all for its sheer sheen, luster, elegance, class and comfort. It has several natural properties like natural sheen, inherent affinity for dyes and vibrant colours, light weight, resilience and excellent drape etc. which makes it distinct from all other fibers both natural and man-made. Though silk products are consumed more by urban rich, its production is highly employment oriented, low capital intensive and remunerative that churns out value added products of economic importance, especially the rural people.

India is the second largest producer of silk in the world and the silk industry provides employment to about 7.8 million people in the rural and semi-urban areas in the country. The women participation in various activities in silk value chain is about 54%. The silk always attracts competition from synthetic fibers, though which look like silk.

The Govt. of India could not determine price of Chinese raw silk but it could mitigate the effect by reducing Custom Duty on it. This was ultimately done in Budget-2011. Price of Chinese raw silk came down to Rs.2300/- per Kg., due to appreciation in dollar price it has increased by another Rs.100/-. At Rs.2400/-, it is 37% higher than price of January 2010. All-round production of sarees & fabrics using raw silk restarted.

While falling imports and rising output are positive developments, the silk industry is facing a number of challenges as well. India's silk import bill has continued to swell. The country paid Rs1,236.83 crore in 2012/13 for raw-silk imports compared with Rs734.44 crore five years before, as silk prices rose and the rupee weakened.

The trend continues in the current fiscal year as well, with imports in the first six months (April-September 2013) touching just 1,175 tonne. India imports mostly from China, which has a share of nearly 82 per cent in global output.

That wish may come true within a few years. The silk industry in India, with a 15 per cent share of global output, is seeing a 'swadeshi' movement. Over the past five years, domestic production of raw silk has risen about 30 per cent to 23,679 metric tonne in 2012/13 from 18,320 tonne in 2007/08. Imports of raw silk fell 38 per cent to 4,951 tonne from 7,922 tonne during the same period.

Sribhas Chandra Supakar, a Varanasi-based textile designer, hopes India will soon stop importing raw silk. "Whenever there is a spurt in prices of imported raw silk, it impacts prices of domestic silk as well," he says. "If we can eliminate imports, this volatility will end."
