India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

cont -5Alternatively, the Government may also consider inviting interested members of the general public to act as authorised agents—similar to LIC agents—to promote and enrol unorganised workers into this pension scheme through the postal system, with suitable incentives or commissions. This would not only strengthen social security for the poor but also give the Postal Department a meaningful, people-centric role in nation-building. The Government has done its duty by modernising the department and improving salaries and facilities. What is now urgently required is responsibility, discipline, and accountability in return. Postal employees are not doing charity—they are being paid from public money. Every letter, every book post, and every government communication carries meaning for the citizen who receives it. Respecting that trust is the true foundation of public service.

cont 4The Post Office Act, 2023, which replaced the colonial-era 1898 Act, was introduced to make postal services citizen-centric, modern, and accountable. I strongly feel that the spirit of this new law must be implemented at the ground level, not merely in policy documents. At the same time, I wish to place a constructive suggestion before you. The Pradhan Mantri Shram Yogi Maandhan Yojana (PM-SYM), which provides a guaranteed pension of Rs. 3,000 per month after the age of 60 to unorganised workers, is a visionary scheme, but it has not yet reached many of those who need it most. I respectfully submit that this important service can be entrusted to the Postal Department, whose reach extends to every street, village, and household.

cont -3Despite this being a Government of India publication, I do not receive my copy in Chennai even after 10–15 days. My December 2025 issue has still not reached me as of 28.12.2025. When I complained to the Yojana office, they replied that the magazine was sent by ordinary post and suggested that I convert my subscription to Registered Post for reliable delivery. This is deeply unfortunate, because both the Publications Division and the Postal Department are arms of the Government of India. When one government office advises citizens not to trust another government service, it raises serious questions about governance and accountability. If ordinary post is no longer reliable, then what is the guarantee for the poor, the elderly, students, and rural citizens who depend on it?

cont- 2Letters, registered posts, book posts and government communications were delivered promptly—often on the same day they arrived. There used to be two daily delivery rounds, and registered and acknowledged posts were handled by senior and responsible staff. Today, however, ordinary letters, book posts, and bulk government mai specially from banks and government agencies—are often treated casually. Delays of 10–15 days have become common. In a digital age where postal volume has reduced, the remaining physical communication is even more important for the receiver. A book post or ordinary letter may not look urgent to the postal worker, but for the recipient it can be extremely important. I respectfully draw your attention to my own experience. I am a regular subscriber of YOJANA,the prestigious development monthly published by the Publications Division, Government of India, since 1957. Respected Sir, I am Manicklal Chakraborty, a MyGov Change Maker. I sincerely thank you for inviting public comments on the proposed Act. I deeply appreciate the spirit behind postal duties being described as “service to the poor”and it is in that spirit of constructive engagement that I submit my experience and concern. It is indeed a welcome development that, after the Hon’ble Prime Minister Shri Narendra Modi ji and the NDA Government came to power, the Postal Department has been modernized and the salaries and service conditions of postal employees have been improved and brought on par with other government departments. Many earlier temporary or outsourced staff have also been regularized This was rightly welcomed by all. However,I regret to state that with these improvements, a serious decline in accountability and sense of duty is being felt at the field level. Earlier, when postal employees worked under more difficult conditions,they showed remarkable dedication. con- 2

NOW MY OPINION OF REPLACING THE 1898 is need to be followed Yes you can government can promote the Unorganised Sector Pension scheme which introduced by the present government not out reached the people those who are need it, there are many people working in unorganised such Auto Driver / Hawkers / daily wagers / construction worker / and many worker in this category The primary pension scheme for unorganised workers in India is the Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) Yojana. This scheme provides social security and old-age protection to eligible workers. Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) Yojana PM-SYM is a voluntary and contributory pension scheme that ensures a minimum assured monthly pension of Rs 3,000 after the beneficiary attains the age of 60 years. This can be promote by the POSTAL STAFF OR GOVERNMENT CAN CALL THE GENERAL PUBLIC TO PROMOTE THESE SCHEME TO GET THEIR LICENCE AND DO THE SERVICE THROUGH ENDORSING POSTAL DEPARTMENT –
